Draft picks "costs": these costs are only related to the draft position up to the Draft Day and are not related to the players contracts.

Only picks from the upcoming draft can be traded. The exception to this rule is immediately after the PNFL Super Bowl and prior to the new season's draft. In this case, draft picks from the upcoming draft and the next season draft can be traded.

Draft picks can be skipped on draft day but the points spent to occupy that spot on the draft order are lost. Those points can only be re-acquired if the pick is traded away.
If a pick is skipped the next player in the draft order will be called to select at that spot.
I.e. 1-18 is skipped (very unlikely ), 2-1 will now pick at 1-18, 2-2 will pick at 2-1 etc.
The owner who picks higher than its original position will not be eventually charged with extra points.

Protecting a player from 'aging' costs 2 points.
If a player retires he won't be protected and those points will be lost.

Contracts
Roster Players - A team may extend the contract of any Roster Player at any time, as long as the team has points in the bank. A Roster Player includes new players acquired through Free Agency and Trades. The cost of extending the contract, by year, follows:
1 year = 2.5 points
2 years = 4 points
3 years = 6 points
4 years = 7.5 points
5 years = 9 points
6 years = 10.5 points

Rookie Players – Subsequent to the Draft and prior to the cut to the 53-man Roster, a drafting team can extend the contract of a drafted player in one-year increments at a cost of 2 points per year. (e.g. a first round draftee signing for six-years can have his contract extended in one-year increments at a cost of 2 points per year). After the declaration of the 53-man roster in that draft year, the League will consider such rookies as a Roster Player and subject to the contract extension costs for such Roster Players.

Every season all team will have the right to name a Franchise player (XF) and a Transition player (XT) at no cost and a 1 year contract.

A Transition Player can receive offers by other teams in the first FA week and its team has the rights to match the final bid (in this case the player will be signed to an automatic 3 years contract).

XF & XT players are eligible to be traded.

In the event that a Transition player (XT) is traded, the player in question is no longer subject to the bidding process. He receives a standard one year contract from the new team at no cost and his tag is removed. (2020 is final season of this rule)

Beginning with the 2021 season, Transition players can still be traded. But, they will be subject to the bidding process before and after any trade. During the first FA week teams may bid on XT as if they are UFAs. Once 24hrs has passed after the final bid, the original team has 24hrs to match the bid or let the player go to the highest bidder.

Points not used during a season will be added to the points assigned before the beginning of the new one.

Free agency bids are posted on the message board, after an offer goes unmatched for 24 hours the player goes to team with the highest/latest offer.
Minimum offer 1 point, minimum counter offer = last offer + 0.5 point.

Unretirements
After a new season is started most teams will have retired players. The PNFL will allow some of these players to be unretired using Sundby's Unretire and the following process.

Two dice will be used and each team is allowed one dice roll for each retired player.

The chances of unretiring are determined by the number of years played as follows:

- For all players except QBs, kickers and punters:

If the retiring player had 7 years of experience or less according to FBPro98's Front Office News screen (e.g., "...has retired after 7 seasons): The player can be unretired by asking the commissioner.
If the retiring player had 8 years experience: The chances of unretiring are 10 out of 11. Owners should choose ten numbers from 2 to 12 (or choose the one number that let's the player retire).
If the retiring player had 9 years experience: The chances are 8 out of 11. Owners choose eight numbers from 2 to 12.
If the retiring player had 10 years experience: 6 out of 11. Owners choose six numbers from 2 to 12.
If the retiring player had 11 years experience: 4 out of 11. Owners choose four numbers from 2 to 12.
If the retiring player had 12 years experience: 2 out of 11. Owners choose two numbers from 2 to 12.
If the retiring player had 13 or more years experience: 1 out of 11. Owners choose one number from 2 to 12.

- For QBs, kickers and punters:

If the retiring QB/K/P has 11 or 12 years experience: 4 out of 11 numbers from 2 to 12.
If the retiring QB/K/P has 13 or 14 years experience: 3 out of 11 numbers from 2 to 12.
If the retiring QB/K/P has 15 or 16 years experience: 2 out of 11 numbers from 2 to 12.
If the retiring QB/K/P has 17 to 19 years experience: 1 out of 11 numbers from 2 to 12.
Note: Players with over 20 years of experience cannot be unretired. The above should let you keep a player to the theoretical FBPro98 age of 42 or so.

In order to increase the chances of unretiring a player, owners can transfer as many dice rolls as they want from other retiring players (e.g., if you have three retiring players, but don't want to unretire two, you can transfer the dice rolls to the player you want to keep). However, the odds are always those of the player for whom the dice rolls are used; i.e., even if you transfer dice rolls from players with 6 and 11 years experience to a third player with 13 years experience, the dice roll odds will always be that for the 13 year player (one in 11).

Dice rolls for unretiring players can only be transferred from players that were on your team's roster at the start of the PNFL regular season. Any players who were acquired later in the season can have dice rolls transferred to them, but their dice rolls cannot be transferred to other players.

Players with 7 years of experience or less can be unretired automatically without dice rolls. BUT, a request must be made to the commissioners office. Players will not be unretired without this request and or past the posted deadline.

Trades
1 To make a trade, one player posts complete particulars to the PNFL bulletin board, with the subject heading "XXX/YYY TRADE," where XXX and YYY are the relevant team abbreviations.

2 The other player confirms the trade by replying to that message. A deal is not official until confirmed without reservation, equivocation or modification by the second party on the message board.

3 Trades must be made final in the deal. No future considerations will be allowed. Trades must include players and or draft picks.

4 Only draft picks from the next draft can be traded. The exception to this rule is immediately after the PNFL Super Bowl and prior to the new season's draft. In this case, draft picks from the upcoming draft and the draft in the next season can be traded.

5 Trades between an owned and a open team will be decided by the tutor GM for that open team.

6 Trading will take place once the new season button is pushed & the commissioner says the files are ready. It continues through week 10 of the regular season. There will be several freezes along the way to allow the commissioner to conduct league business & file work.

7 Teams/Owners are allowed to object to any trade should they feel it is not in the best interest of the league as a whole. Please contact the commissioner with your objection. Teams/Owners are not to object for personal reasons of any sort. Just not liking the trade is not enough. The trade in question needs to be severely out of balance.

8 If the commissioner and league officers (2) decide to cancel/reject the trade, the decision is final. Teams are allowed to proceed with new negotiations. Teams on the sideline are also allowed to pursue a trade with either team in the canceled trade. There is no exclusive negotiating window for any team once a deal is canceled by the commissioner.

Practice Squad
Beginning with the 2017 Season, the PNFL has changed the rules for Practice Squad (carried on the IR List).

Practice Squad Bid Rules:

1) When a Bid is posted for a Practice Squad player, bidding proceeds as if the player was a Free Agent.

2) After 24-hours of the last Bid posted, the current team can match the highest posted Bid.

3) If the owning team does not match, the player goes to the highest Bid under a one-year contract.

4) If the owning team matches the highest Bid under a one-year contract, the team must place the player on the active roster.

Note: If a player is on the Practice Squad and another team bids on the player, the player cannot be promoted to the roster to avoid the bidding process.
