I would vote for the rule change.

If I were to become Dallas, I would have to play the role. I would have to predict in every off-season my team is making it to the Super Bowl this season, only to make sure it doesn't happen.

If Justin wants to be Dallas again, I would agree to move to the NFC West to allow that, assuming I am still Atlanta.
