I ran another set of sims using same teams and PPPs tonight, and no audibles or weird plays. The problem cleared up, and I don't know what caused it or what caused it to stop but it did.

167HOOK is in OFF.PLN, Stock\JETS0.PLN, Stock\OFFPA5.PLN and STOCK.MAP. Interestingly, it's not in STOCK98.MAP which I imagine is the version meant for '98.
I also looked into the source code provided by Sierra and there is a comment that distinctly points out if this play is ever called then it's a user error.
