0 point bids are like putting players on PS as injury depth. They are not meant to build a roster around.
I would say restrict them to 3 or under years in the file
I also think if we do this we could allow them to be used before the draft.

There is going to be a change in zero point bidding for the 2047 season.
Only players 0-1-2-3-4 can be bid zero points once that bidding begins.
Players 5+ will require a 1 point minimum bid.
The system was created to cure a specific problem.
But, we have very clever coaches/gms who have abused this policy.
This rolls it back a touch.
